MINUTES <br />CITY COUNCIL <br />JUNE 11, 1991 <br />100% of the cost could be assessed to the property <br />owner. However, if portions of the ditch corrections <br />are considered maintenance, the Council may only assess <br />a portion of the cost. <br />The Engineer began a review of the four ditch areas on <br />a ditch-by-ditch basis. The Engineer reported that <br />ditch #1 is the cleanest of the four ditches and is <br />draining fairly well, however, is not centered in the <br />easement area. The Engineer reported that the City has <br />a 10-foot easement on each side of the property line <br />for drainage purposes. Ditch #1 is located 5 feet on <br />the easterly side of the property lines. The Engineer <br />reviewed cross-sections of the ditch reporting that it <br />is fairly flat and water is pocketing in many areas. <br />There is less than a 2 foot drop in elevation of the <br />ditch over an 800 foot length. <br />The Engineer reported that there are two alternatives <br />for improving the ditch. The first is regrading and <br />resodding the ditch. Estimated cost is about $400 to <br />$500 per lot. The second option is to install drain <br />tile under the ditch area in addition to the regrading <br />and resodding. This would result in the loss of about <br />one foot in depth. Estimated cost would be $1,000 per <br />lot. The Engineer reported that the additional benefit <br />of the drain tile is that the ditch would dry out <br />faster, within 1 to 2 days after a heavy rain. Without <br />drain tile, it would take 3 to 4 days for the ditch to <br />dry out. <br />The City Engineer reported that the ditch improvement <br />will not correct problems with water in basements. <br />Sandy Anich, 3019 Valento Lane, reported that everyone <br />on her side of the cul-de-sac feels that the ditch <br />improvement is needed. Anich felt the project should <br />be done by the City and did not feel the improvement <br />would work if it were left to each property owner to do <br />on a lot-by-lot basis. <br />The City Engineer agreed that to make the project work <br />it would have to be a City project. <br />The City Engineer next reviewed ditch #2 pointing out <br />that there is tremendous growth in the ditch line north <br />of Allen Avenue. This situation is somewhat better <br />south of Allen Avenue. The Engineer reported that <br />ditch #2 follows the property line fairly closely. The <br />Engineer reviewed a cross-section of the ditch and <br />reported that the existing grade looks good. The weed <br />growth in the ditch can be addressed with regrading and <br />Page 3 <br />
