MINUTES <br />CITY COUNCIL <br />JUNE 11, 1991 <br />PAWN SHOP <br />ORDINANCE <br />needed along the northern portion of DeSoto 5treet. <br />The City has already paid for two of these easements, <br />however, they were never recorded. Approval should be <br />subject to the finalization of these easements as well. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-6-199 - AWARDING THE BID FOR DESOTO <br />STREET IMPROVEMENT TO THE LOWEST RESPONSIBLE BIDDER <br />SUBJECT TO THE DEVELOPER GRANTING THE CITY <br />RIGHT-OF-ENTRY TO THE PROPERTY IN QUESTION, AND SUBJECT <br />TO FINALIZATION OF THE THREE EASEMENTS ALONG THE <br />NORTHERN PORTION OF DESOTO AVENUE <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Scalze, Aanson, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />Scalze asked about the Planning Commission agenda item <br />regarding amending the Code to allow pawn shops as an <br />allowed use in the B-3 Zoning District. <br />The City Administrator reported that since pawn shops <br />are not specifically excluded from the Ordinance, the <br />assumption is that they are allowed under any <br />Commercial Zoning District. By specifically allowing <br />pawn shops in the B-3 District, they are then <br />restricted to that district. <br />The City Attorney submitted to the Council for approval <br />the proposed Pawn Shop Ordinance. The Attorney <br />reviewed the changes made in the Ordinance per <br />discussion at the last Council meeting, and noted that <br />the Ordinance provides for a$1,500 annual license fee <br />for pawn shops, with that fee to be reviewed in 6 <br />months to determine if it is adequate to cover City <br />costs. <br />Blesener pointed out that the Ordinance does not <br />address the $2,000 investigation fee that was agreed to <br />by the Council at the last meeting. <br />The City Attorney pointed out that the Council adopted <br />this investigation fee by resolution at its last <br />meeting. <br />Mr. LaValle introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE NO. 346 - AN ORDINANCE ADDING CAAPTER 818 OF <br />Page 20 <br />
