MINUTES <br />CITY COUNCIL <br />JUNE 11, 1991 <br />drainage ditch and the homes behind her on Valento <br />Lane. Lier reported that the drainage ditch area has <br />never been maintainable. <br />Hanson asked if Lier gets water in her basement. <br />Lier replied that she did. <br />The City Engineer pointed out that the City recognizes <br />that there is a problem in the area and that something <br />must be done. <br />Lier agreed that an improvement is necessary, but <br />pointed out that most of the property owners are angry <br />because they are expected to pay the cost when the <br />ditch was not put in correctly in the first place. <br />Gene Pugh, 3036 Thunder Bay Road, reported that there <br />is a culvert under Allen Street that should be <br />maintained by the City on a regular basis. Pugh <br />pointed out the vacant lots abuttinq the ditch, and <br />asked who will be responsible for maintaining the ditch <br />adjacent to these lots to ensure that the weed problem <br />does not reoccur again. <br />The City Engineer replied that if the improvement is <br />made, it would be the City's hope that the residents <br />adjacent to the vacant lots would maintain the ditch <br />area until the lot is developed. The Engineer reported <br />that once the culvert under Allen is cleaned out, the <br />City would maintain that area on a regular basis so <br />that the same problem does not reoccur. <br />Jim Jensen, 3012 Valento Lane, asked if drain tile <br />would continue to drain standing water even if weed <br />qrowth got out of hand again. <br />The City Engineer stated that drain tile would drain <br />the area within a day or two after a storm. The <br />Engineer also felt that since the water was draining <br />faster, weed growth would be impeded. The Engineer <br />pointed out, however, that after the area is regraded <br />and the weeds gone, the area will be maintainable with <br />or without the drain tile. <br />Roy Lee, 3023 Greenbrier, <br />be that Allen Avenue is at <br />LaBore Road. <br />felt part of the problem may <br />a higher elevation than <br />The Engineer did not know <br />and pointed out that even <br />proposing to change street <br />Page 6 <br />if Allen Avenue was higher, <br />if it is, the City is not <br />elevations at this time. <br />
