MINUTES <br />CITY COUNCIL <br />JUNE 11, 1991 <br />regrading would not involve moving a lot of material, <br />however, the weeds and tree growth needs to be removed <br />so that the ditch will work. Once the improvement is <br />made, the ditch area will need to be maintained so that <br />the same growth does not reoccur. <br />Walsh pointed out that the <br />resodding the area. Walsh <br />never sodded to begin with, <br />owners were never given an <br />area. <br />Engineer has referred to <br />stated that the area was <br />therefore, the property <br />opportunity to maintain the <br />Harvey Rockwood, 2961 Ontario, agreed that a ditch <br />improvement is necessary. However, Rockwood felt the <br />City should shoulder the responsibility for the <br />project. Rockwood reported that the standing water in <br />the ditches is a health hazard, and the City has <br />responsibility for the general health and safety of the <br />public. <br />Hanson pointed out that soil conditions in the area <br />vary with sandy conditions in the area of LaBore Road <br />changinq to black dirt and clay north of Allen Avenue. <br />Hanson indicated that the City has not said that it <br />does not have a responsibility in the matter. The City <br />is trying to arrive at a feasible solution to the <br />problem. Hanson reported that he has walked the area <br />and while residents say that they were never given the <br />opportunity to maintain the ditches, there are some <br />cases where residents have dumped grass clippings into <br />the ditches further impeding the flow of water. Hanson <br />stated that if the improvement is done and the ditches <br />begin to flow properly, the ditches will have to be <br />maintained so that the problem does not reoccur. <br />Rockwood felt that the residents along the ditches <br />could be educated about the need to maintain the area. <br />However, Rockwood did not feel that this changed the <br />City's responsibility in the matter. <br />Scalze pointed out that the City does not have funds <br />sitting around to pay for these types of projects. <br />Bob Bruski, 2984 Thunder Bay, reported that when <br />Frattalone first put in the ditch it worked well. <br />However, when Ontario Road was developed, the <br />contractors kept pushing dirt into the ditch. <br />Joanna Lier, 3019 Thunder Bay Road, reported that when <br />she built her home she was told that the property on <br />the west would never be developed. Lier reported that <br />she built in good faith, and suddenly there is a <br />Page 5 <br />
