MINUTES <br />CITY COUNCIL <br />JUNE 11, 1991 <br />However, the Engineer pointed out that a property can <br />only be assessed for the amount of benefit derived from <br />the improvement. <br />Rich Trabing, 3012 Thunder Bay Road, reported that his <br />lot is sodded to the ditch and well maintained and he <br />still has standing water in the ditch all year long. <br />Trabing pointed out that at the neighborhood meetings, <br />the issue of ground water levels was discussed, and the <br />engineer was to do some studies to determine these <br />levels. <br />The City Engineer reported that he has ordered the <br />placement of ground water monitoring wells, and before <br />the improvement is done ground water levels will be <br />known. The Engineer felt that Trabing had water in his <br />ditch because the water is backed up due to the <br />condition of the ditch in adjacent properties. <br />Trabing stated that if the improvement is made he would <br />prefer that drain tile be installed in addition to the <br />regrading and resodding. <br />Mike Kroll, 2978 Thunder Bay Road, asked about the area <br />south of Allen Avenue. <br />The Engineer replied that the area south of Allen has a <br />pretty good grade, and he has not looked too much south <br />of Allen in considering the improvement area. <br />Daubenspeck reported that there are 9 inches of water <br />in his section of ditch south of Allen Avenue. <br />The Engineer suggested that perhaps more of the area <br />south of Allen should be looked at and combined with <br />the improvement. <br />Tracey George, 3018 Thunder Bay Road, reported that <br />when she built her home she was told that the City <br />would be piping the ditch area so that it is level with <br />the yards, and that such an improvement would cost <br />$1,000 per lot. Therefore, she wanted to have the <br />final grade for the area established before she sodded <br />the area. Georqe reported that she did sod in 1989 and <br />she has standing water in her ditch, along with weeds <br />and mosquitos. George felt the area was a health <br />problem that the City needs to address. George also <br />expressed concern for the open culvert in the area, and <br />felt something should be done with that culvert <br />immediately. <br />The City Administrator reported that trash guards are <br />supposed to be ordered for the culverts. <br />Page 8 <br />
