MINUTES <br />CITY COUNCIL <br />JUNE 11, 1991 <br />A resident pointed out that the types of soils in the <br />area hold water, and asked how the water problem can be <br />resolved if the soils are not changed. <br />The City Engineer pointed out that the improvement <br />utilizes surface drainage. If the desire is to have <br />the soils dry out faster, than the drain tile is <br />needed. <br />Stacy Ginsbach, 3007 Ontario, asked how deep the drain <br />tile would be installed. <br />The City Engineer replied that the drain tile would be <br />installed about a foot beneath the surface. There is <br />not enough outfall to go any deeper. <br />Joanna Lier pointed out that the drainage of the area <br />was poorly planned in the first place, and suggested <br />that the style of homes that were constructed may not <br />be appropriate for the area. Lier aqreed that a <br />drainage improvement was needed, but stated that it is <br />not the fault of the homeowners in the area. <br />Sandy Anich pointed out that the ditch in her area is <br />not within the easement. Anich would like the ditch <br />placed within the easement area, thus giving her 5 to 7 <br />feet of additional backyard. <br />The City Engineer stated that it was his recommendation <br />that the ditch be placed within the easement with the <br />possible exception of where the large tree is located <br />south of Al1en Avenue. <br />Anich asked if there were property owners opposed to <br />the improvement, if it would not be done. <br />The Engineer felt it likely that the improvement will <br />proceed. <br />The Engineer began his review of ditch #4 north of <br />Allen Avenue, reporting that the ditch appears to be on <br />the property line and that there is not a lot of weed <br />growth in the ditch. However, it appears that water is <br />ponding in the ditch. South of Allen Avenue, it <br />appears that the ditch is about 20 feet east of the <br />property line. The Engineer reviewed a cross-section <br />of the ditch and pointed out that one existing culvert <br />is too high and water is backing up. <br />The Engineer reported that it appears the property <br />owners who installed culverts had City approval to do <br />so.
