MINUTES <br />CITY COUNCIL <br />JUNE 26, 1991 <br />Blesener reported that he has not changed his mind on <br />the matter. Blesener felt that there were a lot of <br />neighbors and friends of Mr. Frattalone's in the area <br />who probably put up with the operation, but feel it is <br />an eyesore. <br />LaValle pointed out that the City has mandated <br />organized recycling. LaValle pointed out that this is <br />the case where everyone supports something, but no one <br />wants it in their neighborhood. <br />Scalze did not feel it was fair to compare organized <br />residential recycling to a rock crushing operation. If <br />that is the case, Scalze suggested that the City only <br />allow recycling of bituminous that comes from Little <br />Canada streets. Scalze pointed out that this is a <br />major crushing operation for a large area. Scalze also <br />pointed out that the same rational would apply to <br />saying that junk yards are recycling operations. <br />Frattalone stated that he is probably the smallest <br />recycling operation around, and pointed out that the <br />Schifsky operation would be the next largest. <br />Scalze pointed out that access to the Schifsky site is <br />directly from Aighway 36 and not by several other <br />properties. Scalze pointed out that this discussion <br />was held before, and stated that she would not support <br />a two-year extension, but would be willing to look at <br />another 6 months. <br />Blesener stated that he would support a one-year <br />extension. <br />Greg Deeb pointed out that Mr. Frattalone is operatinq <br />a business within the City and paying property taxes. <br />Deeb also pointed out that Country Drive is not posted <br />restricting truck traffic. Deeb felt the Schifsky <br />access directly off Highway 36 was a more dangerous <br />situation. <br />Scalze suggested that if North St. Paul had the <br />opportunity today, they may not permit the Schifsky <br />operation. Scalze felt the matter was one of weighing <br />the rights of one business versus the rights of others. <br />Deeb pointed out that there are very few people <br />complaining about the Frattalone operation. Deeb <br />suggested that something be done about the condition of <br />the properties in the rest of the industrial park. <br />Scalze pointed out that the property owners in the area <br />have not been contacted about this meeting.
