MINUTES <br />CITY COUNCIL <br />JUNE 26, 1991 <br />EXTENSION OF Mr. Frank Frattalone appeared before the Council <br />FRATTALONE requesting a two year extension for the operation of <br />RECYCLING his recycling business on Country Drive. Frattalone <br />OPERATION reported that he has been working with the City of <br /> Maplewood since last year to try to get a similar <br /> operation licensed at his property in Maplewood. <br /> Maplewood has been working on a recycling ordinance, <br /> and has now requested that staff draw up a different <br /> ordinance. Frattalone reported that if the City of <br /> Maplewood permits his operation prior to the lapse of <br /> the two year extension in Little Canada, he will move <br /> his operation over to Maplewood as soon as feasible. <br />Scalze pointed out that Frattalone has until August to <br />haul in recyclable materials to his Little Canada site, <br />and then another year to crush and remove the <br />materials. <br />Frattalone pointed out that he did not want to wait <br />until the last minute, and wanted to ask the City for <br />an extension in the event he does not get permitted by <br />Maplewood within the next six weeks. Frattalone <br />anticipated that he has a 50/50 chance of getting <br />permitted by Maplewood, pointing out that the <br />neighborhood is opposed to a recyclinq operation. <br />Frattalone reported that he has spent a lot of time <br />with Maplewood and is working diligently to get a <br />permit. Frattalone also reported that his property in <br />Maplewood is larger, therefore, a better site. <br />Frattalone reported that the increasing value of his <br />property does not warrant retaining the site for a <br />recycling operation much longer. Frattalone also <br />pointed out that the ponding improvements being done in <br />the area may necessitate his decreasing the size of his <br />recyclinq piles. <br />Scalze pointed out that Mr. Frattalone's neighbors will <br />not be pleased with an extension. Scalze stated that <br />she may be willing to support a six-month extension, <br />but not a two-year extension. <br />Frattalone pointed out that typically the City notifies <br />property owners within 350 feet of a particular <br />property of a public hearing for a proposal on that <br />particular property. However, in his case, property <br />owners within 1,000 feet were informed. Frattalone <br />pointed out that of those property owners informed, <br />there were one or two property owners present objecting <br />to his operation. <br />Scalze pointed out that Levitz submitted a letter <br />opposing the operation as well. <br />Paqe 15 <br />
