MINUTES <br />CITY COUNCIL <br />JULY 10, 1991 <br />Aanson pointed out that the City realizes there is a <br />problem in the area, is not trying to lay blame, but <br />attempting to fix the problem. <br />Scalze pointed out that any assistance that the City <br />gives would come from surplus Tax Increment funds <br />qenerated by this area, and not from property taxes. <br />Waite pointed out that TIF money is not free money. <br />The use of these funds in this area prevent them from <br />being spent somewhere else. Waite questioned the <br />initial engineering studies that were done for the <br />area. Waite pointed out the problems the City had with <br />Payne Avenue because it was not done properly. Waite <br />reported that after several years he resolved a <br />drainage problem on this property and he did not ask <br />the City for financial assistance to do so. Waite felt <br />that the City should go back to the engineer who made <br />the mistake in the first place. <br />Waite also expressed concern about the use of TIF in <br />the Centre Place project. <br />The City Administrator pointed out that the TIF funds <br />that were used for Centre Place were funds that were <br />generated by that particular development. <br />Roy Lee reported that he had not had a problem with <br />drainage, and did not believe his property should be <br />assessed because of drainage problems on the properties <br />to the east of him. Lee reported that for many years <br />the City would not give building permits in this area <br />because of the high water table. <br />Hanson pointed out that assessment questions will be <br />discussed at the assessment hearing. <br />Lee questioned the existance of a drainage easement on <br />the back of his property, and reported that he would <br />not grant such an easement to the City. <br />Blesener pointed out that it is the Engineer~s position <br />that a protion of the Greenbrier properties do drain to <br />the east, and that is why it is proposed that these <br />properties receive a partial assessment for the <br />improvement. <br />The City Engineer stated that it was his understanding <br />that there is a 10 foot drainage easement on each of <br />the abutting properties. However, the Engineer stated <br />that he would investigate that issue further. <br />Page 10 <br />
