MINUTES
CITY COUNCIL
JULY 10, 1991
to lease space in the Kandice Heights II and III
developments has come up. Brueggemann reported that he
has again restricted his leasing agent from approaching
any Little Canada business. Brueggemann reported,
however, that should a Little Canada business approach
his leasing agent making inquiries, it would be only
fair to speak with that business. Brueggemann reported
that Phase III is 75% leased to businesses from outside
Little Canada.
Brueggemann reported that the next matter he would like
to bring up is the landscaping and irrigation system on
the west side of the fence along Condit. Brueggemann
reported that he has specifically instructed his
contractor to install the landscaping and complete the
irrigation system within two weeks regardless of any
disputes he might have with his subcontractors.
The City Administrator reported that there is a
non-solicitation clause in the development agreements
for Kandice Heights II and III. However, the City
cannot regulate a situation where a Little Canada
business approaches the developer.
The Administrator reported that Council Member LaValle
asked that he relay his concern that the landscaping is
not completed on Phase I. While LaValle supports the
projects, he is concerned that commitments that were
made should be followed through on.
Blesener asked if the TIF can be supported with the
downsizing of the Phase II building.
The City Administrator pointed out that a minimum tax
has been established for Phase II. Phase II is
basically a break-even situation with a slight surplus
built in.
Brueggemann reported that the office use in Phase II is
more dense than the use originally proposed. Phase III
will be similar to Phase II. The Phase III building
will have 3 1/3 sides in glass, and Northeast
Contemporary Services will be locating on the west end
of the Phase III building.
The City Administrator reported that two changes need
to be made in the development agreement for Kandice
Heights Phase III. That is, the minimum tax should be
$60,500, and the developer's equity should be a figure
higher than $62,500.
Scalze asked if there should be wording added regarding
Page 17
