MINUTES <br />CITY COUNCIL <br />JULY 10, 1991 <br />to lease space in the Kandice Heights II and III <br />developments has come up. Brueggemann reported that he <br />has again restricted his leasing agent from approaching <br />any Little Canada business. Brueggemann reported, <br />however, that should a Little Canada business approach <br />his leasing agent making inquiries, it would be only <br />fair to speak with that business. Brueggemann reported <br />that Phase III is 75% leased to businesses from outside <br />Little Canada. <br />Brueggemann reported that the next matter he would like <br />to bring up is the landscaping and irrigation system on <br />the west side of the fence along Condit. Brueggemann <br />reported that he has specifically instructed his <br />contractor to install the landscaping and complete the <br />irrigation system within two weeks regardless of any <br />disputes he might have with his subcontractors. <br />The City Administrator reported that there is a <br />non-solicitation clause in the development agreements <br />for Kandice Heights II and III. However, the City <br />cannot regulate a situation where a Little Canada <br />business approaches the developer. <br />The Administrator reported that Council Member LaValle <br />asked that he relay his concern that the landscaping is <br />not completed on Phase I. While LaValle supports the <br />projects, he is concerned that commitments that were <br />made should be followed through on. <br />Blesener asked if the TIF can be supported with the <br />downsizing of the Phase II building. <br />The City Administrator pointed out that a minimum tax <br />has been established for Phase II. Phase II is <br />basically a break-even situation with a slight surplus <br />built in. <br />Brueggemann reported that the office use in Phase II is <br />more dense than the use originally proposed. Phase III <br />will be similar to Phase II. The Phase III building <br />will have 3 1/3 sides in glass, and Northeast <br />Contemporary Services will be locating on the west end <br />of the Phase III building. <br />The City Administrator reported that two changes need <br />to be made in the development agreement for Kandice <br />Heights Phase III. That is, the minimum tax should be <br />$60,500, and the developer's equity should be a figure <br />higher than $62,500. <br />Scalze asked if there should be wording added regarding <br />Page 17 <br />
