MINUTES <br />CITY COUNCIL <br />JULY 10, 1991 <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-7-231 - INSTRUCTING CITY STAFF NOT TO <br />PUT ANY CITY FUNDS INTO THE ROADS IN RYAN INDUSTRIAL <br />PARK UNTIL THE ENTIRE ISSUE OF THE CONDITION OF THESE <br />ROADS IS ADDRESSED <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Blesener, Scalze, Collova, Hanson. <br />Nays (0). <br />Resolution declared adopted. <br />Scalze suggested that the property owners in Ryan <br />Industrial Park be informed of the Council's position <br />on the matter, and that they should petition for a road <br />improvement. <br />Blesener agreed. Blesener pointed out that the <br />property owners should expect to pay for the road <br />improvement. Blesener noted the road reconstruction <br />projects that the City did a couple of years ago noting <br />that these property owners were assessed project costs. <br />COUNTRY DR. Mark Malsam, resident on Country Drive, asked when the <br />overlay of Country Drive will be completed. <br />The City Engineer reported that the final overlay was <br />held up since the City thought the Kandice Heights II <br />project would be under construction this summer. <br />However, that appears not to be the case so the <br />contractor has been contacted about finishing Country <br />Drive. The Engineer anticipated that the final lift of <br />blacktop would be done in August. <br />RECESS At this point in the meeting, 9:00 P.M., Council took a <br />short recess. The meeting was reconvened at 9:15 P.M. <br />KANDICE The City Administrator presented development agreements <br />HEIGHTS for Kandice Heights II and III, and outlined his report <br />II AND III dated July 3rd highlighting the terms and conditions of <br />the agreements. The Administrator pointed out that the <br />Council previously approved a development agreement for <br />Kandice Heights II, however, since the building was <br />down-sized the development agreement had to be revised. <br />Loren Brueggemann, LEB Development, reported that the <br />question of his soliciting Little Canada businesses <br />Page 16 <br />
