MINUTES <br />CITY COUNCIL <br />JULY 10, 1991 <br />DeBace reported that 70% of the occupants of Kandice <br />Heights Phase I came from other Little Canada <br />buildings. <br />The City Administrator reported that it was during <br />Kandice Heights I that this problem was identified and <br />that is the reason for the non-solicitation clauses in <br />the development agreements for phases II and III. The <br />Administrator pointed out that while the City currently <br />has a verbal agreement with Mr. Brueggemann not to <br />solicit Little Canada businesses, the formal agreement <br />has not yet been signed. The City Administrator <br />reported that if he is aware that the situation occurs <br />again, he will inform the City Council. <br />DeBace stated that he wants Mr. Brueggemann to know <br />that he is not to solicit in Little Canada, and if he <br />does, DeBace stated that he wants the provisions of the <br />development agreement enforced. <br />DeBace felt that that existing residents and businesses <br />in Little Canada were getting no consideration, and it <br />was time to do something for the people of Little <br />Canada. <br />Blesener pointed out that the City is using Tax <br />Increment Financing to help the people in Little Canada <br />who had land for sale and could not sell it. Blesener <br />also pointed out that the Kandice Heights development <br />will generate tax dollars for the City. <br />Collova also pointed out that the Council is <br />considering the use of surplus TIF dollars to help with <br />removal of three residential homes on commercial <br />property along Country Drive. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-7-232 - APPROVING THE DEVELOPMENT <br />AGREEMENTS FOR KANDICE HEIGHTS PHASES II AND III WITA <br />THE CHANGES AS RECOMMENDED BY THE CITY ADMINISTRATOR, <br />AND AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO <br />SIGN THE AGREEMENTS ON BEHALF OF THE CITY SUBJECT TO <br />FINAL REVIEW AND APPROVAL BY THE CITY ATTORNEY <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Blesener, Scalze, Collova, Hanson. <br />Nays (0). <br />Resolution declared adopted. <br />Page 19 <br />
