MINUTES <br />CITY COUNCIL <br />JULY 10, 1991 <br />TREE CITY Scalze reported a grant application was submitted for <br />USE GRANT a$5,000 grant for tree planting as part of the Tree <br />City USA Grant Program. This grant is being <br />administered by the State~s Natural Resources <br />Department and provides matchinq grant funds up to a <br />$5,000 maximum. Scalze reported that the application <br />was submitted without prior Council approval due to a <br />July lOth deadline. <br />Scalze informed the Council that there are other <br />similar grant programs that may be pursued, and she has <br />asked the City's Park Consultant for information on the <br />cost of submittinq these applications. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-7-233 - AUTHORIZING SUBMISSION OF A <br />GRANT APPLICATION TO THE TREE CITY USA GRANT PROGRAM <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4) Scalze, Blesener, Collova, Aanson. <br />Nays (0). <br />Resolution declared adopted. <br />WARMING Jim Morelan reported that the City had budgeted funds <br />HOUSE towards the construction of a new warming house at the <br />CONSTRUCTION Roseville Area Middle School property. Donations were <br />needed as well to cover the cost of the project. The <br />project had been bid earlier, but the low bid exceeded <br />available funding, therefore, the project was delayed. <br />Morelan reported that he now has acquired an additional <br />donation towards the project from the Recreation <br />Association of up to $15,000, therefore, requested <br />Council authorization to rebid. <br />Morelan reported that he and the City Administrator <br />have been looking into the possibility of construction <br />management for the project. Morelan also reported that <br />he would like to have Kraus/Anderson meet with the <br />architect who designed the building to see if there are <br />ways to cut costs on the project. Once that is done, <br />Morelan stated that he would like to let the project <br />out for bid. <br />The City Administrator agreed that it would be <br />beneficial to have Kraus Anderson do some value <br />engineering on the project. It appears that savings <br />could be realized in changes to the roof system, <br />footings, heating system, and still achieve the goals <br />without effecting the quality of the building.
