MINUTES <br />CITY COUNCIL <br />JULY 10, 1991 <br />The City Engineer pointed out that option C calls for <br />the ditch to be relocated to the property line. The <br />Engineer felt that the Greenbrier properties benefited <br />by the improvement since the ditch is located on the <br />properties to the west and there is run-off from the <br />Greenbrier lots flowing west. <br />Randy Creel asked if property owners will have an <br />opportunity to review the prices for the three <br />alternatives and express their opinion once the bids <br />are received. <br />The City Administrator recommended that the Council <br />order the improvement so that pricing can be obtained <br />for the three options. Once that pricing is received, <br />City staff will meet with the five property owners to <br />see if a consensus can be reached. If not, the <br />property owners will have the opportunity to address <br />the Council. <br />Creel asked about the extra $1,000 he paid for a <br />walk-out lot when shortly after the City changed their <br />position and allowed walk-outs to be built south of <br />Allen Avenue. <br />The City Administrator pointed out that the City was <br />not involved in setting prices for the lots. The <br />Administrator stated that staff is not in a position to <br />make a recommendation on assessments based on this <br />issue. <br />Hanson suggested that Council review that issue when it <br />finds out the cost of the improvement. <br />Tracey George expressed concern about the open pipes in <br />the area. <br />The Administrator replied that a trash guard has been <br />installed on one of the pipes. Installation of similar <br />trash guards has been delayed until after the <br />improvement project is completed since the area will be <br />regraded and pipes relocated as part of the project. <br />George suggested that some type of fencing material be <br />used over the pipes. <br />The Administrator felt that a problem could be created <br />where the pipes could become blocked. <br />Pat Rude, 3018 Ontario Road, asked about sealing the <br />ends of the drain tile somehow so that animals do not <br />crawl into it. <br />Page 7 <br />
