MINUTES <br />CITY COUNCIL <br />JULY 10, 1991 <br />It was suggested that the adjacent property owners may <br />have to maintain these ditch areas until the properties <br />are developed. <br />The City Enqineer reported that in area D south of <br />Allen Avenue he is not recommending any improvements. <br />There was some concern with the ditch adjacent to the <br />two lots south of Allen, however, the property owners <br />have made the necessary corrections on their own. <br />Upon motion by Blesener, seconded by Scalze, the public <br />hearing for Thunder Bay ditch improvement areas A, B, <br />and C was closed. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-7-222 - ORDERING THE IMPROVEMENT OF <br />THUNDER BAY AREA DRAINAGE DITCH FOR AREAS A, B, AND C <br />AS RECOMMENDED BY THE CITY ENGINEER, INCLUDING DRAIN <br />TILE, AND ORDERING PREPARATION OF PLANS AND <br />SPECIFICATIONS, WITH THE UNDERSTANDING THAT THE <br />ASSESSMENT ARRANGEMENT FOR THIS IMPROVEMENT WOULD BE <br />50% OF THE COST OF THE IMPROVEMENT ASSESSED TO <br />BENEFITTING PROPERTIES AS PREVIOUSLY DISCUSSED <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Blesener, Scalze, Collova, Hanson. <br />Nays (O). <br />Resolution declared adopted. <br />The City Engineer reported that there are three options <br />for the improvement of area D. Staff has met with 4 of <br />the 5 property owners involved to review these options, <br />and it was their consensus that they would like to have <br />cost figures available before makinq a decision on <br />which option was preferable. Therefore, the Engineer <br />recommended that the various options be bid as <br />alternates. There is no improvement recommended for <br />the area south of Allen Avenue in area D. <br />The City Administrator reported that the lots along <br />Greenbrier have ditches on both the front and back. <br />Therefore, it is staff's recommendation that these lots <br />be assessed at half the rate of those in areas A, B, <br />and C. Assessment for the improvement would be <br />approximately $250 on the Greenbrier lot. <br />Roy Lee, 3023 Greenbrier, reported that the water from <br />the Greenbrier lots runs north. Lee did not feel he <br />should have any assessment for improvement to the <br />drainage ditch behind his property since his run-off <br />does not flow into this ditch. <br />Page 6 <br />
