MINUTES <br />CITY COUNCIL <br />JULY 24, 1991 <br />facilities made, and proposals reviewed from two <br />developers interested in such a project for the City. <br />As a result of their work, the Senior Housing Committee <br />is recommending authorization to negotiate with <br />Presbyterian Homes for a senior housing project on <br />Market Place Drive. <br />The City Planner reviewed the City Administrator's <br />letter of July 24th outlining the key factors in the <br />Committee's decision to negotiate with Presbyterian <br />Homes over the other developer submitting a proposal. <br />The Committee has also indicated that if negotiations <br />do not proceed satisfactorily with Presbyterian Homes, <br />that negotiations then commence with the other <br />developer, Stuart Corporation. <br />The Planner reported that the Committee also had some <br />concerns with both proposals and the Planner reviewed <br />these concerns as they are outlined in the City <br />Administrator's memo. <br />The Planner then reviewed his May 20th report which <br />provides a comparative analysis of the Presbyterian <br />Homes' proposal and the Stuart Corporation's proposal. <br />Scalze asked if the units would be air-conditioned. <br />The Administrator replied that they would. <br />Scalze pointed out that Stuart Corporation's proposal <br />provided a covered drop-off area. <br />The Planner felt that item could be negotiated with <br />Presbyterian Homes. <br />The Planner pointed out that both firms are experienced <br />with managing and maintaining senior projects. The <br />Planner indicated that the Committee discussed the <br />budgets presented by both developers. There were line <br />items in Presbyterian's budget that were significantly <br />higher than Stuart~s. However, it was felt that on one <br />hand Stuart may have underestimated, and on the other <br />these items could be trimmed in Presbyterian's budget. <br />These issues will be addressed during negotiations with <br />the developer. <br />Scalze pointed out that members of the Senior Housing <br />Committee are Ray Hanson, Joe Fasciana, Claudia Drabik, <br />Johanna Meath, John Palacio, Joel Hanson, and Denise <br />Beigbeder. This group includes representatives from <br />staff, City Council, the Planning and Park Commissions, <br />Senior Citizen Coordinator, and <br />Page 13 <br />
