MINUTES <br />CITY COUNCIL <br />JULY 24, 1991 <br />separate corporation, or if funds could be used from <br />one project to another. <br />Bolhouse replied that Presbyterian Aomes has nine <br />corporations, and while some projects are under <br />separate corporations, others are combined. Bolhouse <br />was not sure what was proposed for this project. <br />It was pointed out that the project would be three <br />stories with underground parking. The underground <br />parking is proposed not only because of the cold winter <br />months, but for security reasons as well. <br />The City Administrator described the schematic of the <br />building that is being proposed and pointed out its <br />ideal location. <br />The Administrator reported that the Committee's <br />recommendation to negotiate with Presbyterian Homes was <br />subject to the following points: That the Developement <br />Agreement set forth a reasonable rent range for the <br />units; that the City be reimbursed its costs to-date; <br />that amenities deemed questionable by the City be <br />withheld from the project budget; that there be no <br />reduction in City fees; and any other factors as <br />determined necessary by the City. These <br />recommendations are outlined in detail in the July 24th <br />report. Again, if negotiations do not proceed <br />satisfactorily, the Committee has recommended that <br />negotiations begin with Stuart Corporation. <br />Blesener reported that he cannot support the <br />Presbyterian Homes project since he believes that there <br />are too many units proposed. <br />Scalze pointed out that the property is zoned <br />commercial, and felt the City should work towards its <br />highest and best use. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-7-250 - ACCEPTING THE RECOMMENDATION <br />OF THE SENIOR HOUSING COMMITTEE TO BEGIN NEGOTIATIONS <br />WITH PRESBYTERIAN HOMES AS OUTLINED IN THE JULY 24, <br />1991 REPORT SUBMITTED BY THE CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (3) Scalze, Collova, LaValle. <br />Nays (1) Blesener. <br />Resolution declared adopted. <br />Page 15 <br />
