MINUTES <br />CITY COUNCIL <br />JULY 24, 1991 <br />The Administrator replied that it was his understanding <br />that the Fire Department would control the use of the <br />lower level. <br />Scalze pointed out that the old Fire Station is a City <br />building, and suggested that a policy needs to be <br />established on who will use the building. <br />The Administrator replied that that issue has not been <br />finalized as part of the lease arrangement with the <br />Fire Department. <br />Scalze reported that she has received informal requests <br />for use of the City Center and suggested that that <br />issue be looked at as well. Scalze pointed out that in <br />the past the City has allowed use of the City Center by <br />groups within the City. Scalze suggested that perhaps <br />this is an issue the committee should look at as well. <br />Blesener agreed that the committee will review and make <br />a recommendation on use of the City Center. <br />DESOTO STREET The City Administrator reported that there was a need <br />EASEMENT to obtain three easements at the north end of DeSoto <br />ACCEPTANCE Street in conjunction with the street improvement <br />project. These easements were needed as part of a 1978 <br />project. Two of the easements had been paid for at <br />that time but were not recorded, and upon providing <br />evidence of payment to the property owners, new <br />easement documents were signed. The third easement has <br />been donated to the City by the AIC Corporation. <br />However, this easement is not recordable at this time <br />due to judgements and back taxes against the property. <br />The easement document will give the City right-of-entry <br />for the street improvement project, but may have to be <br />addressed again in the future once taxes and judgements <br />are satisfied. <br />Blesener asked about deferred assessments for these <br />three properties. <br />The City Administrator pointed out that the three <br />parcels are zoned industrial, therefore, access to <br />DeSoto Street would be restricted since it is a <br />residential street. Therefore, since no access is <br />being provided, the properties could not be assessed <br />for the street. However, should the properties be <br />rezoned to residential in the future, the City would <br />allow access. Therefore, the City Administrator <br />indicated that assessments should be deferred. <br />Page 9 <br />
