MINUTES <br />CITY COUNCIL <br />JULY 24, 1991 <br />Blesener asked if the deferred assessments would accrue <br />interest. <br />The Administrator replied that that would be a policy <br />issue for the Council to address. The Administrator <br />reported that the lots already have sewer and water, <br />and did have a street. However, the project results in <br />a better designed street section that will provide <br />longer life. Assessment would be based on benefit to <br />the properties, less credit for the street surface that <br />existed before the improvement. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-7-244 - ACCEPTING THE DESOTO STREET <br />EASEMENTS AS PRESENTED BY THE CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (3) Blesener, Scalze, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />COUNTRY DR. The City Administrator requested that the Council set <br />EASEMENT a public hearing to consider vacation of a portion of <br />VACATION Country Drive road right-of-way. Utility rights would <br />be reserved by the City, however. This vacation is a <br />technicality to clear up some title issues for the <br />Kandice Heights II development. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-7-245 - CALLING A PUBLIC HEARING FOR <br />AUGUST 14, 1991 AT 7:30 P.M. TO CONSIDER VACATION OF A <br />PORTION OF COUNTRY DRIVE ROAD RIGHT-OF-WAY IN <br />CONJUNCTION WITH THE KANDICE HEIGHTS II DEVELOPMENT <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (3) Scalze, Blesener, Collova. <br />Nays (0). Resolution declared adopted. <br />CHARITABLE Scalze pointed out that staff is researching ordinances <br />GAMBLING and enforcement policies of other cities with regard to <br />charitable gambling. Scalze felt that as part of this <br />research, staff should visit other cities to observe <br />their procedures and she preferred that staff handle <br />the research. <br />Blesener agreed that the matter was a staff function, <br />but indicated that he had no problem with Council <br />Members being included in the tours. <br />Page 10 <br />
