MINUTES <br />CITY COUNCIL <br />JULY 30, 1991 <br />substantial amount of money for the Association to <br />bear. <br />Council Member Blesener recounted the City's decision <br />in setting the limits at $100,000/$300,000. They were <br />essentially that given the fact that these events were <br />on City property, higher limits may have been merited. <br />He also stated that it was his understanding that the <br />insurance cost differential would not be that dramatic. <br />Mr. Blesener also noted that we had required <br />$50,000/$100,000 coverage for full-time licensees. <br />Based on the questions raised, a call was placed to the <br />City Attorney at his place of business. City Attorney <br />Sweeney cautioned us on the use of lower limits due to <br />the reduction in coverage available. He also stated <br />that a special meeting would be needed to amend the <br />Ordinance should a change in these limits be made by <br />the Council. He indicated no specific recommendation <br />on the limits differing to a policy decision of the <br />COUnCll. <br />As a result of these discussions, a special meeting was <br />called for Wednesday, July 31, 1991 at 5:00 P.M. at the <br />City Center for the purposes of considering an <br />amendment to the Ordinance for liquor liability <br />coverage for temporary licensees. <br />LICENSE Discussion then followed on the need for stipulating <br />STIPULATIONS the closing time for the Rec Association's license <br />relative to the ball tournament to be held in <br />conjunction with Canadian Days. <br />Mrs. Cindi Pack explained that the Sheriff's Department <br />wanted to be able to clear out the park area in an <br />orderly fashion so that the park can be completely shut <br />down by a reasonable time in the evening. She stated <br />that to accomplish this the lower parking area would <br />have to be closed by 10 P.M. The Sheriff's Department <br />then progresses northerly to get that half of the park <br />closed before commencing to close the west half of the <br />park area. <br />Mr. Blesener commented that the lower parking lot could <br />be closed at 10 P.M. with the Rec Association beer tent <br />being cleared out by 10:30 P.M. <br />Page 2 <br />
