MINUTES CITY COUNCIL JULY 30, 1991 substantial amount of money for the Association to bear. Council Member Blesener recounted the City's decision in setting the limits at $100,000/$300,000. They were essentially that given the fact that these events were on City property, higher limits may have been merited. He also stated that it was his understanding that the insurance cost differential would not be that dramatic. Mr. Blesener also noted that we had required $50,000/$100,000 coverage for full-time licensees. Based on the questions raised, a call was placed to the City Attorney at his place of business. City Attorney Sweeney cautioned us on the use of lower limits due to the reduction in coverage available. He also stated that a special meeting would be needed to amend the Ordinance should a change in these limits be made by the Council. He indicated no specific recommendation on the limits differing to a policy decision of the COUnCll. As a result of these discussions, a special meeting was called for Wednesday, July 31, 1991 at 5:00 P.M. at the City Center for the purposes of considering an amendment to the Ordinance for liquor liability coverage for temporary licensees. LICENSE Discussion then followed on the need for stipulating STIPULATIONS the closing time for the Rec Association's license relative to the ball tournament to be held in conjunction with Canadian Days. Mrs. Cindi Pack explained that the Sheriff's Department wanted to be able to clear out the park area in an orderly fashion so that the park can be completely shut down by a reasonable time in the evening. She stated that to accomplish this the lower parking area would have to be closed by 10 P.M. The Sheriff's Department then progresses northerly to get that half of the park closed before commencing to close the west half of the park area. Mr. Blesener commented that the lower parking lot could be closed at 10 P.M. with the Rec Association beer tent being cleared out by 10:30 P.M. Page 2
