MINUTES <br />CITY COUNCIL <br />AUGUST 14, 1991 <br />Frattalone felt that the $10,000 estimate included <br />patching and gravel. Frattalone pointed out that the <br />pot holes only need to be filled with hot mix and <br />rolled as a temporary measure until a more permanent <br />improvement can be made next year. Frattalone <br />estimated that street reconstruction would cost $60 per <br />front foot without utilities. <br />The City Engineer stated that in a major road <br />reconstruction when the road is torn up, that is the <br />time to install utilities as well. The Engineer <br />estimated that a short-term improvement, which would <br />include patching, leveling, and overlay, would only <br />have a life of five years. <br />Scalze suggested that in the feasibility report the <br />City Engineer include the estimated life of each <br />improvement option. <br />Frattalone reported that his street, which is a <br />City-accepted street, is in need of patching and <br />maintenance. Frattalone reported that there is a seam <br />down the middle of the street that is spreading and it <br />needs to be filled. Frattalone reported that he has <br />requested maintenance on this street three of four <br />times and it is not getting done. <br />Frattalone also reported that there is a drainage <br />problem at South owasso Blvd. and Spruce Street that <br />needs to be addressed. Water is ponding on the street <br />and damaging the blacktop. <br />It was pointed out that temporary repairs will be made <br />to get Ryan Industrial Park through until Spring. The <br />Engineer will proceed with a feasibility report, the <br />property owners can consider the options, and then the <br />City can order an improvement through the 429 process, <br />and bids will be obtained. <br />Frattalone requested that as a part of the feasibility <br />report, the City Engineer look at the option of running <br />sewer service to his property at Country Drive and Ryan <br />Drive. <br />The Engineer stated that he would get together with <br />Frattalone to discuss this matter. <br />Stanke reported that he recently ran a watermain to <br />service his building. Stanke felt that he now owned <br />that watermain and that he should be reimbursed if <br />anyone else connects to the main. <br />Page 12 <br />
