MINUTES <br />CITY COUNCIL <br />SEPTEMBER 11, 1991 <br />for the City. Mr. Salverda offered two options: one <br />being a day-long session, and the other a day and <br />one-half. Mr. Salverda strongly recommends that the <br />City hold the day and one-half session since it is more <br />conducive to building teams, greater communications and <br />addresses greater needs. The Administrator estimated <br />that the cost of a day-long at $1,600, and the cost of <br />the day and one-half session at $3,500. <br />Council discussed the matter and it was their consensus <br />that due to the higher cost, their preference was for <br />the one day session, preferably on a Friday. Council <br />indicated that they would submit to the Administrator <br />their date preference within the next week so that <br />final arrangements can then be made. <br />THUNDER BAY The City Administrator reviewed his report dated <br />DRAINAGE September 6, 1991 outlining his negotiations with the <br />IMPROVEMENT property owners abutting the Ditch D section of the <br />Thunder Bay drainage improvement. The Administrator <br />reviewed the 4 options the City has for Ditch D, <br />dependent on the outcome of the negotiations. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-9-317 - AUTHORIZING THE CITY <br />ADMINISTRATOR TO PROCEED WITH OPTION 4 AS THE CITY'S <br />FIRST CHOICE IN RESOLUTION OF THE THUNDER BAY DRAINAGE <br />IMPROVEMENT FOR DITCH D, AND OPTION 3 AS THE CITY'S <br />SECOND CHOICE, IF NECESSARY, WITH THE FINAL CONDITION <br />THAT IF MORE THAN ONE PROPERTY OWNER OBJECTS TO THE <br />PROJECT, THEN THE CITY SHOULD GO TO OPTION 1 <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) Scalze, Blesener, Hanson, Collova, LaValle. <br />Nays (O). <br />Resolution declared adopted. <br />WARMING The City Administrator reviewed his memo dated <br />HOUSE BIDS September 6, 1991 regarding the bids received for <br />construction of a warming house at the Kellogg site. <br />It was noted that 13 bids were received, with the low <br />bid submitted by Washtock Construction in the amount of <br />$45,105. The Administrator pointed out that the <br />project had been bid a year ago, with a low bid that <br />was rejected at $55,500. Since that time, some <br />architectural changes were made in the project, and it <br />was rebid. <br />Page 8 <br />
