MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, <br />DIANNA LANE <br />SPEED STUDY <br />1991 <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-9-332 - APPROVING THE RIDER TO ST. <br />PAUL WATER DEPARTMENT CONTRACT AND AUTHORIZING THE <br />MAYOR AND CITY ADMINISTRATOR TO EXECUTE TAE CONTRACT ON <br />BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Collova, Hanson, Scalze. <br />Nays (O). <br />Resolution declared adopted. <br />The Council reviewed the recommendation of MN DOT <br />regarding speed limit and signing of Dianna Lane. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-9-333 - AUTHORIZING PUBLIC WORKS TO <br />REMOVE SPEED LIMIT SIGN ON DIANNA LANE, SIGN CURVES, <br />AND INCREASE SIZE OF NO ACCESS SIGN AS WAS RECOMMENDED <br />BY THE MINNESOTA DEPARTMENT OF TRANSPORTATION IN <br />CONJUNCTION WITH THEIR SPEED LIMIT STUDY OF DIANNA LANE <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Collova, Hanson, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />FREDERICKS- The City Administrator reviewed his report dated <br />HAVEN September 25, 1991 regarding the request for building <br />BUILDING permits in the first phase of the Frederickshaven <br />PERMITS development. The Administrator reported that this is <br />similar to what was allowed in the Centre Place <br />development a couple of years ago. However, in this <br />development, the City is better protected since there <br />is a private developer responsible for the improvement. <br />The Administrator reported that the developer has <br />indicated that the first lift of blacktop will be <br />installed this fall, and the second in the spring. <br />The City Administrator reported that the conditions for <br />building permits as outlined in his letter are <br />acceptable to the Frederickshaven developer and the <br />builder. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />Page 10 <br />
