MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 1991 <br />LEEWARD WAY The City Administrator reported that the City Attorney <br />DEVELOPMENT has a draft of the Leeward Way Development Agreement. <br />AGREEMENT It is a standard agreement which includes the special <br />conditions of the project, such as demolition of the <br />existing house. The Administrator also reported that <br />the City has a letter of credit in hand and has <br />requested a$5,000 deposit of the developer. The <br />project would be handled as a change-order to the <br />DeSoto contract with Volk Construction. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-9-331 - APPROVING THE LEEWARD WAY <br />DEVELOPMENT AGREEMENT UPON APPROVAL OF THE AGREEMENT BY <br />THE CITY ATTORNEY AND CITY ADMINISTRATOR, AND <br />AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO EXECUTE <br />THE CONTRACT ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Collova, Hanson, Scalze. <br />Nays (0). <br />Resolution declared adopted. <br />THUNDER BAY The City Administrator reported that the construction <br />DRAINAGE meeting on the Thunder Bay Drainage Improvement was <br />IMPROVEMENT held on September 23rd, and construction of the project <br />will begin on Monday, September 30th, with an estimated <br />completion date of November 15th. The Administrator <br />reported that the City has previously stated to <br />affected property owners that landscaping and <br />restoration would be completed this year, however, the <br />schedule will be tight due to delays in the Ditch D <br />area. <br />The Administrator reported that in the Ditch D area, <br />one property owner has not signed the easement <br />agreement. That property owner has been informed that <br />if the agreement is not signed by the time the <br />contractor is ready to install the pipe, the pipe will <br />be relocated to within the existing easement area. <br />CHARITABLE It was the consensus of the Council to schedule a <br />GAMBLING workshop for Wednesday, October 2, 1991, at 6 P.M. to <br />WORKSHOP discuss the drafting of an ordinance regulating <br />charitable gambling. <br />RIDER TO The Council reviewed the Public Works Superintendent's <br />WATER DEPT. memo relating to a rider to the St. Paul Water <br />CONTRACT Department contract covering installation of a new <br />meter in the City's metering house on Roselawn. <br />Page 9 <br />
