MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 1991 <br />LICENSE SUBMITTED BY RICHARD BENTS DBA LINCOLN PAWN AND <br />JEWELRY FOR THE LICENSE PERIOD JULY 1, 1991 THROUGA <br />DECEMBER 31, 1991 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Collova, Hanson, 5calze. <br />Nays (0). <br />Resolution declared adopted. <br />CURFEW The City Attorney submitted a curfew ordinance which <br />ORDINANCE establishes a curfew of 10 P.M. for minors under the <br />age of 16 and a 12 Midnight curfew for minors aged 16 <br />and 17. It was noted that existing curfew provisions <br />extend the curfew for such things as weekend athletic <br />events. <br />Mr. LaValle introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE N0. 350 - AN ORDINANCE AMENDING SECTIONS <br />1202.010 AND 1202.020 OF THE MUNICIPAL CODE OF THE CITY <br />OF LITTLE CANADA RELATING TO CURFEW WITHIN THE CITY OF <br />LITTLE CANADA <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (5) LaValle, Collova, Hanson, Blesener, Scalze. <br />Nays (0). <br />Resolution declared adopted. <br />ASSOC. OF Bob Long, Council Member from the City of St. Paul and <br />METRO President of the Association of Metropolitan <br />MUNICI- Municipalities, appeared before the Council along with <br />PALITIES Roger Peterson, lobbyist on property tax and <br />transportation issues for the AMM. Long asked that the <br />City of Little Canada consider joining AMM, pointing <br />out that AMM's ability to represent metropolitan <br />municipalities is dependent on its membership base. <br />Currently, AMM represents 85% of inetro cities, or 66 <br />cities. <br />Long reported that AMM serves as the spokesperson for <br />elected officials and the watchdog of non-elected <br />officials. Long pointed out that in the last several <br />years more and more legislation has impacted the metro <br />area, and AMM has served as an excellent spokesperson <br />for metro cities on a state-wide basis. <br />Long gave some examples where AMM lobbying efforts have <br />saved metro cities money, specifically in review of the <br />Metropolitan Council's budgets, policies and programs. <br />Long reported that AMM has been one of the main players <br />Page 5 <br />
