MINUTES <br />CITY COUNCIL <br />OCTOBER 22, 1991 <br />has three options: the first being to continue with a <br />part-time Director, the second is to hire a full-time <br />Director, and the third would be to contract for the <br />recreation program with another city. <br />Blesener felt that the needs of the City should be the <br />first consideration. Does the City need a full-time <br />Parks and Recreation Director? <br />The Administrator agreed that this is the approach that <br />should be taken. The Administrator pointed out that <br />the big issue is finances. Money is tight for the City <br />and there are no new revenue increases in the General <br />Fund, and the City may be looking at decreases. The <br />Administrator pointed out that the 1992 Budget has to <br />absorb a$40,000 increase in the Sheriff's contract. <br />The Administrator stated that money is a factor that <br />must be considered, although not the only factor. <br />DeLonais suggested that the job itself needed to be <br />looked at, and asked what more the City wanted from the <br />position. <br />Scalze reported that she and Morelan have discussed the <br />future of the parks and recreation program for a long <br />time. Scalze stated that she would like to see the <br />program expanded. Scalze stated that this is an <br />opportunity to look at the whole system and who is <br />being served by it. Scalze stated that she would like <br />to see more recreational opportunities for all ages, <br />and not a total focus on youth athletics. Scalze felt <br />if there was a struggle for money, then youth athletic <br />fees should be raised. Scalze stated that salaries and <br />program costs should be covered by program fees. <br />Scalze believes the City needs a full-time Parks and <br />Recreation Director, and did not feel if another <br />part-time Director were hired, that person would do the <br />same amount of work that Jim Morelan does. <br />Blesener stated that he supports Scalze's comments, and <br />felt the City should bite the bullet and find ways to <br />pay a full-time Director. Blesener pointed out the <br />City's programs have been strictly youth-oriented, run <br />with volunteer help. Blesener pointed out that the <br />City now has the facilities, and there is interest in <br />adult activities. Blesener also sugqested that a <br />Page 2 <br />
