MINUTES <br />CITY COUNCIL <br />OCTOBER 22~ 1991 <br />full-time Director may be able to take on some of the <br />senior citizen activities. <br />Blesener suggested that a full-time Director would be <br />available for daily supervision of the Parks <br />Department. There is also the possibility of recouping <br />some consultant fees if the City had a full-time <br />Director that could provide in-house supervision and <br />control. Blesener felt the dollars were there to hire <br />a full-time Director. <br />Blesener felt that if the City contracted with another <br />city to provide recreation programming, Little Canada <br />would lose its identity and activities would cost the <br />residents more. Blesener felt a full-time Director <br />should be hired and the City should decide how to fund <br />the position. <br />It was pointed out that the School District has <br />eliminated the position that supervised the Super <br />Summer Program, and supervision of this program is <br />somethinq that the City may have to pick up. <br />Aanson asked the numbers of people involved in the <br />recreation program. <br />Jim Morelan reported that in addition to himself and <br />two Assistant Directors, there are 5 or 6 Parks staff <br />in the summer, about 12 rink supervisors in the winter, <br />and approximately 39 instructors. Salaries for these <br />positions come from the Recreation Budget. Morelan <br />pointed out that there are also volunteer coaches for <br />all the athletic teams. It was also pointed out that <br />grass cutting in the summer and snow plowing of trails <br />and hockey rinks in the winter is handled by the Public <br />Works Department. <br />Blesener stated that if the City contracted with <br />Roseville or Maplewood to run its recreation program, <br />the City would be selling its whole program to another <br />community. <br />Collova stated that he did not support contracting with <br />another city. Collova agreed this would result in a <br />loss of City identify. <br />Scalze pointed out that residents would be faced with <br />higher fees if the program was contracted. Also, there <br />would be no place for the two Assistant Directors, and <br />the City has never laid off employees. <br />The City Administrator reported that he just asked for <br />Page 3 <br />
