MINUTES <br />CITY COUNCIL <br />OCTOBER 22, 1991 <br />Steve Garske stated that he would like to see a <br />breakdown of Jim Morelan's, as well as the two <br />Assistants', time. Garske suggested that given the <br />night hours that these positions work, it might be <br />found that a different part-time system would be more <br />efficient. Garske also suggested that the committee <br />needs to look more at the idea of consolidation of <br />services. <br />Blesener pointed out that consolidation is happening <br />now because the City has teams in the Maplewood and <br />Roseville programs. <br />Garske stated that some consolidation would relieve <br />some of the responsibilities of a part-time person. <br />Dick Boss outlined his experience as past Recreation <br />Director as well as both Planning and Park <br />Commissioner. Boss felt that the City is way behind <br />other cities' programs. Boss stated that a dollar <br />value cannot be put on what a good recreation program <br />can accomplish for youth. Boss stated that there was <br />no question in his mind that the City needed a <br />full-time Director. <br />Garske expressed concern that once a full-time Director <br />is hired and additional programs added, additional <br />staff will be needed. Garske did not believe the City <br />had the dollars to support this. Garske felt that the <br />City needed to look at other avenues such as <br />consolidation. Garske also suggested that the City <br />also look at eliminating programs that do not have a <br />great deal of participation. <br />Jim Morelan replied that the City has already <br />eliminated such programs. <br />It was decided that Bev Scalze, Gene DeLonais, Ken <br />Wehrle, Steve Morelan, and Joel Hanson would serve on <br />the committee to review and develop a job description <br />and salary range for a full-time Director. Jim Morelan <br />was requested to provide input to the committee in the <br />development of the job description.
