MINUTES
CITY COUNCIL
OCTOBER 22, 1991
donations. The City has a joint use agreement with the
School District for those facilities.
Jim Morelan reported that he is programming those
facilities for everything he can, i.e, basketball,
volleyball, gymnastics.
Hanson asked if a full-time Director would result in
better utilization of school district facilities.
Collova suggested that this would not help since Little
Canada has first option on school district facilities
within its boundary.
Jim Morelan stated that he first programs the Little
Canada Elementary School and then the Middle School.
Morelan reported that the on-site coordinator at the
elementary school was trying to coordinate more adult
useage of school facilities, however, the school
district has eliminated that position.
Hanson stated that a big fear he has is that user fees
will price children out of participating. Hanson also
suggested that Little Canada has an aging population
with many people on fixed incomes. Hanson stated that
the City has to try to provide all things to all people
at a reasonable cost.
Blesener pointed out that the City is negotiating for
development of a senior citizen apartment building, as
well as the fact that two years ago nine classrooms
were added to the Little Canada Elementary School.
Scalze pointed out that there are 100 additional homes
proposed within the City. Scalze felt that there are
demands out there that are not being met. Other cities
have offered additional programs, but at increased
costs. Scalze stated that she had no problem with
that, and pointed out that there are the means to help
those people who may struggle with the costs.
It was again stated that a job description should be
developed for a full-time Director position. Once that
description is completed, a salary range should be
developed. Blesener suggested that a small committee
be appointed to make a recommendation on job
description and salary, as well as possible ways of
funding the position.
Wehrle pointed out that the position will have to be
related to the existing part-time Assistant Directors,
and whether these positions are needed if a full-time
Director is hired.
Page 8
