MINUTES <br />CITY COIINCIL <br />OCTOBER 29, 1991 <br />IMP. NO. The Mayor opened the public hearing to consider the <br />89-14 assessment of Improvement No. 89-14, Thunder Bay area <br />within the following described boundary: <br />The north boundary is a parallel line which <br />is 770 feet north of Allen Avenue; the south <br />boundary is a parallel line which is 625 feet <br />south of Al1en Avenue; the west boundary is <br />Payne Avenue; and the east boundary is <br />Greenbrier Street <br />by storm drainage system. <br />The City Enqineer reported that this improvement is <br />broken down into four ditch areas, Ditches A, B, C, and <br />D. Total cost to be assessed is $53,677.85. Total <br />project cost is $118,535, with the City picking up <br />approximately 50% of the cost with surplus Tax <br />Increment Financing funds. <br />The Engineer began with a cost breakdown for Ditches A <br />through C. Total costs for these areas is $89,690, <br />with the City picking up 50%. There are 72 lots to <br />divide the remaining costs against, bring the cost per <br />lot to $622.85. <br />The Engineer explained that total costs for the Ditch D <br />area are $28,845, with the City picking up 50%. It is <br />proposed that the Greenbrier lots would receive half <br />the assessment that the lots in areas A through C <br />received since there is a ditch system on Greenbrier <br />which benefits these lots as well. The Engineer then <br />explained how the assessments for Lots 1 through 5 in <br />the Ditch D area were calculated. <br />The Mayor asked if there was anyone from the general <br />public wishing to comment on Ditches A, B, and C. <br />Sandy Anich, Valento Lane, stated that it was her <br />understanding the the drainage ditch was to be centered <br />on lot lines. Anich reported that this has not been <br />done in her area. <br />The City Engineer reported that the ditch wasn't <br />centered in this area due to a large tree in the ditch <br />area. The contractor has been trying to work around <br />existing trees. However, this tree will be removed and <br />the pipe moved onto the property line. <br />Tracey George, 3018 Thunder Bay Road, reported that at <br />previous meetings it was indicated that existing trees <br />would be removed from the ditch line with the exception <br />of discussion about retaining a large oak south of <br />Allen Avenue. <br />Page 10 <br />
