MINUTES CITY COUNCIL OCTOBER 29, 1991 has only shaved about 30 feet of sod from his property half-way into his lot. The City Engineer reported that the Rockwood property drains into the system. Scalze pointed out that if the Rockwood property is draining into the system, then the improvement is a benefit to the Rockwood property. A property owner asked the time period the assessment would be levied over. The City Administrator reported that he had indicated a five year assessment period, however, would now suggest ten years since there are some larger assessment amounts involved in the Ditch D area. Interest rate would be at 6.75%. The City Engineer reviewed the Ditch D portion of the improvement. Randy Creel asked if PVC pipe would be used. The City Engineer replied that 21 inch PVC pipe would be used, and explained the improvement. Mr. Lee, 3023 Greenbrier, noted that he has submitted a letter appealing the assessment of his property. Hanson reported that the City Engineer has assured him that the Greenbrier properties do contribute run-off to the drainage system. The Engineer reported that he has elevations of the Greenbrier lot lines which property owners are invited to review. Lee disagreed that run-off from his property flows west. Lee felt that the problem arose because developers built up the area and never put in a proper drainage system. Lee did not feel the Greenbrier properties should be penalized for this. Mr. Scheibel, 3033 Greenbrier, suggested that if someone improperly landscapes their yard and causes a water problem, the City should not force other property owners to pay to correct the problem. The City Engineer reported that he looked at the entire area and the Greenbrier properties do contribute to the Thunder Bay drainage system. Page 16
