MINUTES <br />CITY COUNCIL <br />OCTOBER 29, 1991 <br />has only shaved about 30 feet of sod from his property <br />half-way into his lot. <br />The City Engineer reported that the Rockwood property <br />drains into the system. <br />Scalze pointed out that if the Rockwood property is <br />draining into the system, then the improvement is a <br />benefit to the Rockwood property. <br />A property owner asked the time period the assessment <br />would be levied over. <br />The City Administrator reported that he had indicated a <br />five year assessment period, however, would now suggest <br />ten years since there are some larger assessment <br />amounts involved in the Ditch D area. Interest rate <br />would be at 6.75%. <br />The City Engineer reviewed the Ditch D portion of the <br />improvement. <br />Randy Creel asked if PVC pipe would be used. <br />The City Engineer replied that 21 inch PVC pipe would <br />be used, and explained the improvement. <br />Mr. Lee, 3023 Greenbrier, noted that he has submitted a <br />letter appealing the assessment of his property. <br />Hanson reported that the City Engineer has assured him <br />that the Greenbrier properties do contribute run-off to <br />the drainage system. <br />The Engineer reported that he has elevations of the <br />Greenbrier lot lines which property owners are invited <br />to review. <br />Lee disagreed that run-off from his property flows <br />west. Lee felt that the problem arose because <br />developers built up the area and never put in a proper <br />drainage system. Lee did not feel the Greenbrier <br />properties should be penalized for this. <br />Mr. Scheibel, 3033 Greenbrier, suggested that if <br />someone improperly landscapes their yard and causes a <br />water problem, the City should not force other property <br />owners to pay to correct the problem. <br />The City Engineer reported that he looked at the entire <br />area and the Greenbrier properties do contribute to the <br />Thunder Bay drainage system. <br />Page 16 <br />
