MINUTES <br />CITY COUNCIL <br />OCTOBER 29, 1991 <br />Sandy Anich asked if flyers could be sent out to the <br />property owners adjacent to Ditch A when the contractor <br />is ready to redo that ditch so that the property owners <br />will have a chance to move swing-sets, yard <br />improvements, etc. <br />A resident asked when sodding would be done. <br />The City Engineer replied that there are 3 to 4 weeks <br />of work left on the ditch. Soddinq will be done after <br />final grading. There is storm sewer that needs to be <br />installed in the Ditch D section. The drier the area <br />is, the better job of fine grading can be done before <br />the ditch areas are sodded. The Engineer indicated <br />that if the sodding cannot be done this fall due to the <br />weather, it will be done first thing in the spring. <br />DeZurik asked for an explanation of when the assessment <br />needed to be paid. <br />The City Administrator reported that property owners <br />have 30 days from the time the assessment is adopted to <br />pay it to the City with no interest. After that point, <br />it is levied with property taxes and must be paid to <br />the County. If property owners wish to pay their <br />assessment in full some time after the first 30 day <br />period, the assessment should be paid prior to November <br />15th of that year, otherwise a full year's interest is <br />payable along with the principle. <br />George suggested that the improvement cost be assessed <br />after completion of the work. <br />The City Administrator pointed out that if the City did <br />not assess the cost now, it would have to add interest <br />carryinq costs, which would add another $40 to $42 to <br />the assessment. The City Administrator commented that <br />it is not uncommon for drainage improvements to be <br />assessed prior to completion of the work. <br />The City Attorney reported that anyone who wishes to <br />appeal their assessment must submit a signed, written <br />appeal to the Mayor at this evening's meetinq. <br />Harvey Rockwood, 2961 Ontario, reported that he has <br />never had a problem with his ditch area draining. <br />Rockwood felt that he was paying for drainage problems <br />to the north of his property. Rockwood reported that <br />at most his ditch is just a slight depression, and only <br />gets spongy on a few occasions with no standing water. <br />Rockwood did not feel the improvement benefited his <br />property and asked to be excluded from the assessment <br />roll.
