MINUTES <br />CITY COUNCIL <br />NOVEMBER 12, 1991 <br />Boss stated that he supported the charitable gambling <br />ordinance that the City is considering adopting, and <br />suggested that the City consider which organizations <br />are serving the best interests of the City. <br />Scalze agreed, and stated that she felt the City should <br />look at keeping gambling organizations at home. <br />Blesener felt it was very dangerous for the City to <br />become dependent on charitable gambling funds. <br />Scalze agreed, and noted that the City does not run its <br />General Fund on charitable gambling monies. <br />Blesener stated that in trying to balance the budget, <br />all departments will be looked at, not only the Fire <br />Department. <br />Scalze agreed, pointing out that there are a lot of <br />discretionary items to be looked at. <br />Hanson asked about use of City reserves for funding the <br />deficit. <br />The City Administrator pointed out that it is dangerous <br />to use reserves, noting that since the City receives no <br />funds until June of each year, the City must maintain <br />at least half of its budget in reserves for cash flow. <br />It was the consensus of the Council to hold a workshop <br />at 6 P.M. on Wednesday, November 27th, to complete its <br />review of the proposed 1992 Budget, specifically <br />identifying areas for reduction to balance the budget. <br />There being no further business, the meeting was <br />adjourned at 10:50 P.M. <br />Attest: <br />Page il <br />
