MINUTES <br />CITY COUNCIL <br />NOVEMBER 12, 1991 <br />Steve Morelan reported that LCRA has discussed fees, <br />and agrees that they are quite low and need to be <br />increased. However, LCRA's position is that fees <br />should be increased gradually. On the matter of who <br />receives the fees, Morelan noted that fees are about <br />half LCRA's income. Morelan suggested that LCRA <br />continue to receive the fees that it currently does and <br />additional fees be passed to the City. Morelan noted <br />that fees are used for the purchase of uniforms, <br />equipment, the children's skating party, coaches <br />jackets, etc. <br />Hanson asked if there was any recommendation from LCRA <br />on what fees should be increased to for 1992. <br />Morelan suggested a 50% increase, from $8 to $12, and <br />in some programs perhaps fees should be more than that. <br />Council discussed the fact that recreational fees in <br />other cities are substantially higher. <br />Morelan noted that since St. Joseph's Society changed <br />hands, the Recreation Association has not received any <br />funding from that organization. <br />The Fire Chief stated that if the City becomes <br />dependent on revenues from charitable gambling rather <br />than levying for this funding, in the long run the City <br />will be hurt. <br />Blesener did not feel the City has become dependent <br />upon charitable gambling funds, but noted that in some <br />areas, such as park development, the City has used <br />funds donated from charitable gambling to play <br />catch-up. Blesener also noted that if the Fire <br />Department can purchase a fire truck with funds donated <br />from charitable gambling, it is to the City advantage <br />to do so. <br />Boss pointed out that the Fire Department has been very <br />diligent in donating 10% of its net profits derived <br />from charitable gambling to the City, while other <br />organizations have not. Boss pointed out that the <br />current situation at the bingo hall is having a direct <br />effect on business, and indicated that as a result the <br />City is a big loser. <br />Blesener pointed out that there is a$144,000 deficit <br />in the budget, and that there are $42,000 to $43,000 of <br />capital improvement items in the budget. <br />The Fire Chief asked if it was the Council's intent to <br />cut all capital improvement items across-the-board. <br />Page 10 <br />
