MINUTES <br />CITY COUNCIL <br />NOVEMBER 12, 1991 <br />The Administrator reviewed the Fire Marshal portion of <br />the 1992 expenditures budget. 1991 budget amount was <br />$4,415 and proposed 1992 budget is $5,660. It was <br />pointed out that the increase involves $1,000 budgeted <br />for Contracted 5ervice. The Building Official is <br />proposing temporary help to assist him in making fire <br />inspections. <br />The Chief reported that this has been a concern of his <br />for some time. The Building Official has concentrated <br />on fire inspections of the City's multiple housinq, but <br />has not had the time to devote to commercial fire <br />inspections. The Chief reported that with some <br />additional training, there is the possibility of some <br />of the fire fighters assisting the Building Official in <br />these fire inspections. <br />The Administrator agreed that commercial fire <br />inspection was lacking, and suggested that this was a <br />matter that could be discussed at the City's goal <br />setting session scheduled for Friday. <br />Blesener stated that he did not want to see the Fire <br />Department take over this responsibility from the <br />Building Official, but rather assist and work as a <br />back-up to the Building Official. However, Blesener <br />noted that with the decrease in building permit <br />revenue, it may be that the Building Official will have <br />more time to make fire inspections. <br />The Protective Inspection category was reviewed with a <br />1991 budget of $58,270 and a proposed 1992 budget of <br />$58,340. Blesener questioned the $2,300 budgeted for <br />Travel, Conferences and Schools. <br />The City Administrator reported that the Building <br />Official attends monthly meetings of his peers, as well <br />as participates in educational sessions in order to <br />keep his certifications up-to-date. <br />Collova noted that in addition to the actual cost of a <br />conference or school, the City must pay for a temporary <br />employee to cover for the Building Official when he is <br />gone. <br />The Administrator reviewed the Animal Control category. <br />1991 budget for Animal Control was $7,750 with $7,000 <br />budgeted in 1992. The Administrator reported that <br />staff, in evaluating animal control services, has <br />contacted the Ramsey County Humane Society for a <br />proposal to provide this service to the City. At first <br />review it appears that the City may not save money by <br />switching to the Humane Society, however, the Humane <br />Society may provide superior service. <br />Page 6 <br />
