MINUTES <br />CITY COUNCIL <br />NOVEMBER 12, 1991 <br />fact that the Public works Superintendent will be <br />performing tree inspection services, rather than <br />through an independent contractor. <br />The City Administrator noted that the expenditure <br />categories of the budget total a$144,868 deficiency <br />from projected revenues during 1992. <br />The Administrator then reviewed the Cable TV Fund, <br />which is a special fund and not supported by tax <br />levies. During 1992, expenditures and revenues under <br />this fund are projected at $34,830. <br />The next category reviewed was proposed 1992 Park <br />Expenditures. These expenditures cover park <br />improvements recommended by the Park Commission to <br />occur in 1992. Total expenditures are proposed at <br />$195,000. The Park Commission has reported funding of <br />$310,000, which includes balances in the Park <br />Development Fund, Park Land Acquisition Fund, projected <br />donations and invested earnings. The Commission has <br />not recommended a Capital Improvements Tax Levy. <br />Park Commission Chair Ken Wehrle noted that there is a <br />carry-over of funding from last year, therefore, the <br />park expenditures portion of the budget actually shows <br />a 41% decrease over the 1991 budget. Wehrle noted that <br />there are still some unknown factors to be considered, <br />such as how the City's portion of the DeSoto <br />improvement will be funded and whether that funding <br />comes from the Park Budget and/or excess TIF funds. <br />Wehrle reported that the Park Commission's position is <br />that park expenditures will not be proposed unless <br />there is funding for the improvement. Wehrle also <br />noted that the City already has a commitment of $20,000 <br />from Little Canada Charities Plus for Nadeau Park. <br />It was noted that the Park Land Acquisition Fund comes <br />from park fees collected from new development. Aanson <br />noted that St. Jude's Medical is considering another <br />expansion, but has not committed to doing that <br />expansion in Little Canada. <br />Scalze stated that it was her understanding that the <br />park fee is collected based on percentage of land <br />value, therefore, St. Jude's park fee was collected <br />when they first developed their site. However, 5calze <br />suggested that the City meet with St. Jude's and <br />encourage them to develop their expansion in Little <br />Canada. <br />Council agreed, and the Mayor and City Administrator <br />were instructed to meet with St. Jude's. <br />Page 8 <br />
