MINUTES <br />CITY COUNCIL <br />NOVEMBER 12, 1991 <br />The City Administrator stated that he would like the <br />Council~s position on the budget in preparation for the <br />Budget Hearing. The Administrator noted that the <br />document as it sits shows a$144,868 deficit, and the <br />budget must be balanced. <br />There was discussion regarding the Park Acquisition <br />Fund, and it was noted that the 10% of charitable <br />gambling net profits that are donated to the City go <br />into the Park Acquisition Fund. LaValle pointed out <br />that some of the charities are current in these <br />donations, while others are not. LaValle also pointed <br />out that these donations are not mandatory since the <br />Council has not yet adopted an ordinance regulatinq <br />charitable gambling. <br />Bob DeBace noted that one of the areas the City <br />Administrator has recommended be reviewed for possible <br />elimination is the $20,038 City contribution to the <br />Fire Department Pension Fund. DeBace stated that this <br />was the Fund's only income other than State Aids and <br />interest from investments. <br />Blesener indicated that the main income to the Pension <br />Fund is interest on investments. <br />DeBace reported that there are 5 or 6 members that <br />could retire with several years of service. If these <br />members retired at the same time, the result would be a <br />substantial reduction in the Pension Fund, resulting in <br />a large decrease in investment earnings. DeBace asked <br />that the City not cut its contribution to the Pension <br />Fund. <br />Blesener pointed that the City Administrator has <br />outlined in his November 12th memo major areas for <br />consideration. Blesener noted that there are other <br />areas to be considered as well, such as deleting $4,000 <br />from the Fire Department budget for accounting services <br />for the Pension Fund. Blesener felt these accounting <br />services should be picked up by the Pension Fund <br />itself. <br />Blesener suggested that another area to consider for <br />reductions is conferences for all departments. <br />The City Administrator noted that he does not operate <br />on the basis that once an item is budgeted for it will <br />be spent. <br />Blesener asked the Recreation Association's position on <br />the City collecting recreation fees in the future. <br />Page 9 <br />
