MINUTES <br />CITY COUNCIL <br />NOVEMBER 13, 1991 <br />RECE5S At this point in the meeting, 8:58 P.M., Council took a <br />short recess. The meeting was reconvened at 9:12 P.M. <br />CHARITABLE Hanson pointed out that the State Gambling Control <br />GAMBLING Board has been working on its compliance audit of the <br />charities at the Little Canada Bingo Hall, however, to <br />date the City has received no report. <br />The Administrator suggested that the Council authorize <br />a letter to the Gambling Control Board encouraging them <br />to wrap up their investigation as quickly as possible <br />and submit a report to the City. The Administrator <br />outlined reasons for doing so as the City's need to <br />prepare for its role as an enforcement agency, the <br />fiscal impact that the delay is having on the <br />community, and also the uncertainty that has been <br />hanging over the bingo hall and the effect on its <br />future. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-11-388 - INSTRUCTING TAE CITY <br />ADMINISTRATOR TO REQUEST A REPORT FROM THE STATE <br />GAMBLING CONTROL BOARD ON THE STATUS OF ITS <br />INVESTIGATION AND AUDIT OF CHARITIES OPERATING AT THE <br />LITTLE CANADA BINGO HALL <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) Scalze, Blesener, Collova, Hanson, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />RECREATION Scalze reported that the City's part-time Recreation <br />DIRECTOR Director has indicated that he no longer wishes to <br />POSITION continue in a part-time capacity. As a result, the <br />Council held a workshop on October 22 to discuss the <br />matter and look at various ways to provide park and <br />recreation service to Little Canada, including looking <br />at contracting with other cities for such service. The <br />consensus at that meeting was to move forward with the <br />hiring of a full-time Park and Recreation Director. A <br />smaller committee was formed to draft a job description <br />and recommend a salary range. Scalze noted the memo <br />dated November 8 from the City Administrator <br />summarizing the key points identified by the smaller <br />committee. <br />Scalze pointed out that the City's park and rec program <br />has not been evaluated for a number of years, <br />therefore, in drafting the job description the <br />Page 12 <br />
