MINUTES <br />CITY COUNCIL <br />NOVEMBER 13, 1991 <br />committee had some lengthy discussions. Issues <br />considered were how to save the taxpayers money and <br />still deliver services as well as maintain and use <br />present facilities to their maximum. The committee <br />looked at maintenance issues, recommending bodies, the <br />budgeting process, etc. <br />Scalze reported that in the budgeting area, the City <br />funds two administrative groups, Public Works and <br />Parks. It was felt that there may be overlap in these <br />areas, and the committee recommended that the staffs be <br />combined and Public Works administer maintenance while <br />the Parks and Rec Director would help plan and <br />coordinate maintenance efforts. Scalze also pointed <br />out that currently the Parks & Rec Department <br />recommends the recreation budget to the Council, while <br />the Park Commission recommends the Park budget. Soalze <br />reported that there was discussion of the Park <br />Commission becoming a Park & Recreation Commission. <br />The Senior Citizen budget was also discussed by the <br />committee with thoughts of more involvement in this <br />area by the Park & Recreation Director. <br />Scalze reported that the committee felt that the two <br />assistant directors' positions should be addressed at a <br />later date based on input from the full-time Parks & <br />Rec Director. <br />Scalze also pointed out that in the Little Canada <br />recreation program, there is a gap in adult recreation <br />and non-athletic recreation for youth. <br />Scalze also pointed out that currently program fees go <br />to the Little Canada Recreation Association. The LCRA <br />also conducts fund-raisers during the year. It was the <br />committee's feeling that the LCRA does a good job for <br />the City and the committee wanted to see the continued <br />participation from LCRA in the recreation program, even <br />through there may be a change in the funding process. <br />Scalze reported that the committee felt that recreation <br />programs should be more self-sustaining, especially in <br />the area of day camp. The committee suggested that <br />recreation program fees be turned over to the City. <br />Fee schedules were reviewed. Currently, the LCRA <br />charges an $8 fee for all activities. Fees in other <br />cities range from $20 to $80 depending on the activity. <br />Scalze reported that the committee discussed salary <br />range for the full-time Director position. Ranges of <br />$30,000 to $35,000 and $31,000 to $38,000 were <br />discussed. The feeling was to keep the salary on the <br />low end, however, if the salary was too low, that <br />Page 13 <br />
