MINUTES <br />CITY COUNCIL <br />NOVEMBER 13, 1991 <br />would be acceptable as long as the organization was <br />supported through the City's budget. <br />Bruce pointed out that the Ramsey County Sheriff's <br />Department is interested in doing a video that could be <br />played to various city councils. <br />Scalze felt that any productions that fall under this <br />program should be limited to what is in the City. <br />Bruce suggested that he obtain more information on what <br />other cities are doing. <br />GERVAIS MILL Scalze suggested that in addition to the Park <br />PARK Consultant, City staff become involved in negotiations <br />with the Watershed involving their water quality <br />project proposed for Gervais Mill Park. <br />The City Administrator reported that he and the City <br />Engineer as well as the Park Consultant have met with <br />the Watershed to discuss the general nature of their <br />plans. The Administrator reported that staff will <br />continue to be involved in the process. <br />Hanson reported that he has received calls from <br />property owners in the vicinity of Gervais Mill Park <br />expressing concern about the effect of the project on <br />water tables in the area, specifically private wells. <br />Scalze reported that the Park Commission will be <br />conducting neighborhood meetings to explain the <br />project, and suggested that representatives of the <br />Watershed as well as Barr Engineering be available at <br />those meetings. <br />The Administrator reported that project funding is not <br />yet in place, and a year from now may be the soonest <br />that the project gets underway. The Administrator <br />reported that the Watershed will be contacted regarding <br />property owners' concerns about the effect of the <br />project on wells. <br />VOUCHERS Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-11-393 - APPROVING THE VOUCHERS <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Collova, Scalze, Hanson. <br />Nays (0). <br />Resolution declared adopted. <br />Page 20 <br />
