MINUTES <br />CITY COUNCIL <br />NOVEMBER 13, 1991 <br />FINAL PLAT Mr. Blesener introduced the following resolution and <br />APPROVAL moved its adoption: <br />EXTENSION <br />RESOLUTION NO. 91-11-392 - APPROVING A 9-MONTH <br />EXTENSION FOR RECORDING OF THE FINAL PLAT FOR TAE GREEN <br />VALUE ADDITION AS REQUESTED BY THE DEVELOPER <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (5) Blesener, Collova, Hanson, LaValle, Scalze. <br />Nays (0). <br />Resolution declared adopted. <br />CABLE TV Bill Bruce appeared before the Council reporting that <br />he has been approached in the last few months about <br />working with the County as well as several other <br />organizations to produce programming on subjects such <br />as recycling, etc. Bruce reported that there is grant <br />money available to fund such productions, and suggested <br />that if he produced these kinds of programs using City <br />equipment, the City would be reimbursed for the use of <br />its equipment. Bruce presented to the Council a <br />proposed fee schedule for use of City equipment, and <br />reported that it is based on what retail companies and <br />other cities are charging for the same equipment. <br />Bruce felt that the proposal was no different than <br />other services that the City is reimbursed for. <br />LaValle asked if under the proposal, individuals would <br />come in and pick up City equipment. <br />Bruce reported that he would be operating the <br />equipment, and he would be compensated as an <br />independent contractor at a rate negotiated with the <br />private party. <br />Blesener felt that this was a service that the Cable <br />Commission should be providing. Blesener did not feel <br />that the City should be in the business of video-taping <br />for private or governmental enterprises. <br />Bruce replied that this is somethinq that the City of <br />St. Paul does. <br />LaValle felt the situation was one where the City would <br />be putting someone in private business with City <br />equipment. <br />The City Administrator suggested the situation where <br />the organization would be community-based and the video <br />had the potential for community benefit. <br />Scalze felt that under this situation the proposal <br />Page 19 <br />
