Therefore, a charity <br />from Little Canada could not operate in Roseville or <br />Maplewood, for example. <br />Aanson pointed out that the City has organizations such <br />as the Little Canada Recreation Association, Historical <br />Society, and Canadian Days that may be interested in <br />charitable gambling. <br />Blesener stated that he did not feel Historical Society <br />issues, for example, were broad enough to justify their <br />involvement in charitable gambling at the Little Canada <br />Bingo Hall. <br />Hanson agreed, but pointed out that the Historical <br />Society's involvement in community service could be <br />expanded. <br />LaValle pointed out that retaining the 3-year provision <br />in the ordinance will give future Councils direction, <br />and may limit the amount of lobbying and pressure that <br />the Council is subjected to. <br />Blesener noted that it only takes three affirmative <br />votes to amend an ordinance. <br />Scalze felt that charitable gambling within the City <br />should be limited to local groups. Scalze noted the <br />$144,000 shortfall that the City has to deal with in <br />its 1992 budget. <br />Blesener pointed out that charitable gambling funds <br />will not make up this shortfall. <br />Scalze agreed, but pointed out that charitable gambling <br />donations can assist the City with its capital and <br />special needs. Scalze did not believe in the future <br />that the General Fund will be able to fund anything <br />outside the General Fund scope. <br />Hanson stated that he supported the provision limiting <br />the City to one bingo hall. Hanson stated that while <br />he would like to see priority given to Little Canada <br />organizations, he questioned whether limiting permits <br />to solely Little Canada organizations will effect the <br />ability of the bingo hall to operate. <br />Scalze again stated that if the intent is to limit <br />premise permits to Little Canada organizations, then <br />the ordinance should reflect that. <br />Hanson felt that the main intent of the ordinance is to <br />get some control over charitable gambling within the <br />Page 6 <br />
