MINUTES <br />CITY COUNCIL <br />NOVEMBER 13, 1991 <br />Scalze felt that the City needed to get the ordinanoe <br />on the books to gain some control. As far as <br />enforcement, Scalze felt it was the City's intent to <br />see that State and local laws are followed without <br />burden on local taxpayers. <br />Hanson pointed out that the City is limited to using <br />the 3% tax for enforcement. <br />The City Administrator replied that this was correct. <br />The Administrator also stated that he was not sure how <br />timely the City had to be in expending these monies. <br />He noted that once the ordinance is adopted, the City <br />will need to design an enforcement program. <br />Betty Strohbeen, Lake Owasso Residence Volunteer <br />Council, asked for an explanation of the trade area <br />provision. <br />LaValle reported that the trade area provision requires <br />half of net profits to be spent within the Little <br />Canada trade area for the direct benefit of Little <br />Canada residents. <br />Strohbeen indicated that people living in groups homes <br />in Little Canada are not considered Little Canada <br />residents, but residents of the city where they came <br />from. <br />Blesener did not believe this was correct, feeling that <br />residents of a Little Canada group home would be <br />considered Little Canada residents. <br />Collova did not believe the trade area provision as it <br />is proposed would be enforceable. <br />LaValle stated that he would like to see these funds <br />spent to the benefit of Little Canada residents. <br />Blesener felt that when the City started to narrow down <br />control over the charities, that is when the City <br />started to lose control. <br />LaValle stated that he has had several calls from <br />people expressing concern that the gambling profits <br />derived by Lake Owasso Residence Council go to benefit <br />only 64 people. <br />Scalze asked the status of funds that were set aside <br />for Lake Owasso. <br />Strohbeen reported that when the County decided not to <br />build group homes at the Lake Owasso site, the gambling <br />Page 8 <br />
