MINUTES <br />CITY COUNCIL <br />NOVEMBER 13, 1991 <br />funds set aside for this purpose were returned. These <br />funds are now in an account controlled by Lake Owasso <br />Residence, Inc., which is a non-profit organization <br />formed by the parents of the residents at the home for <br />the purpose of building their own group homes. It was <br />reported that there is approximately $300,000 plus <br />interest, in the account. <br />Scalze asked if the State required the money to be <br />spent within a certain time period. <br />Strohbeen replied that the State has no such <br />requirement. It was also pointed out that the money <br />was turned over to the non-profit group formed by the <br />parents with the State's knowledge. <br />Dick Boss pointed out the budget cutbacks that the City <br />is facing. Boss felt it difficult for the City not to <br />look at ways to help relieve the situation caused by <br />State-aid cutbacks. <br />Blesener suggested that Section 815.040 (B) be deleted <br />from the ordinance. <br />Scalze and LaValle disagreed, with LaValle expressing <br />concern that the use of the majority of net profits by <br />a charity to support activities outside the City <br />defeats part of the purpose and intent of allowing <br />charitable gambling in Little Canada. <br />Blesener felt that this concern could be addressed at <br />license renewal time if that is the feeling of the <br />majority of the Council. Blesener stated that he did <br />not feel that charitable gamblinq was instituted to be <br />extremely parochial and was for the benefit of the <br />general public. <br />Scalze stated that she felt the issue was parochial. <br />Scalze did not believe it was Little Canada's <br />obligation or right to provide services for the general <br />public for which there is County and State government <br />to take care of. Scalze pointed out that Little Canada <br />is not the lowest taxed City in Ramsey County. The <br />City can use help with programs for which it is <br />suffering, while other cities are not. <br />Blesener commented that the discussion sounds like <br />charitable gambling has never done anything for the <br />City. <br />Scalze stated that various charities have provided a <br />great benefit to the City. <br />Page 9 <br />
