MINUTES CITY COUNCIL NOVEMBER 27, 1991 RESOLUTION NO. 91-11-396 - APPROVING THE MINUTES OF THE NOVEMBER 13, 1991 REGULAR COUNCIL MEETING AS CORRECTED The foregoing resolution was duly seconded by LaValle. Ayes (5) Blesener, LaValle, Scalze, Hanson, Collova. Nays (o). Resolution declared adopted. ANNOUNCE- The Mayor congratulated Jim Morelan on his recent MENTS award for outstanding service to youth presented by Northwest Youth and Family Services. The Mayor also wished all Little Canada residents a Happy Thanksgiving. COMP PLAN The Mayor noted that the Planning Commission has LITTLE recommended that the Comprehensive Land Use Plan be CANADA ROAD amended to show the south side of the Little Canada AREA Road area alonq Round Lake as open space. It was noted that a public hearing will be necessary in order to make an amendment to the Comprehensive Land Use Plan. The city Planner reported that the Planning Commission has looked at this issue as a result of the application for Variance and Conditional Use Permit to allow improvements to 34 Little Canada Road in excess of 50% of the fair market value of the property. The Planner pointed out that the Planning Commission has denied this application based on their recommendation for amending the Comprehensive Land Use Plan for the area. The Planner suggested that if in reviewing the Variance and CUP applications, the Council wishes to base its decision on future land use of the area being open space, then action on the Variance and CUP should be tabled until the Comp Plan is amended. If the Council has other issues it is considering in relationship to the appeal of denial of Variance and CUP application, then action should proceed with that application. Council discussed the Planning Commission's recommendation, and consensus was that a public hearing to consider amending the Comprehensive Land Use Plan should be held at the second meeting in February.
