MINUTES <br />CITY COUNCIL <br />NOVEMBER 27, 1991 <br />regulations for gold plate dinners which have been <br />imposed by the State, and the Lions Club needs to <br />review these regulations before it will be sure whether <br />it will be financially feasible to proceed with the <br />gold plate dinner. It was pointed out that the renewal <br />would be for a two-year permit, however, at this time <br />the Lions Club is contemplating only one gold-plate <br />dinner. <br />Blesener stated that in view of the fact that the Lions <br />Club plans to conduct just one gold plate dinner, <br />perhaps what they should be applyinq for is an <br />Exemption from Gambling Permit, rather than for a <br />2-year Class D License. Staff was instructed to <br />contact the State Gambling Board to determine the <br />appropriate license in this instance. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-11-401 - TABLING ACTION ON THE NORTH <br />RAMSEY 500 LIONS CLUB APPLICATION FOR RENEWAL OF <br />GAMBLING LICENSE UNTIL THE NEXT REGULAR MEETING ON <br />DECEMBER 11, 1991 PENDING A REPORT FROM CITY STAFF <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Hanson, LaValle, Collova. <br />Nays (O). <br />Resolution declared adopted. <br />CHARITABLE The City Attorney presented to the Council a draft <br />GAMBLING of the proposed Charitable Gambling Ordinance as was <br />ORDINANCE reviewed and amended by the City Council at its last <br />meeting. The Attorney summarized the revisions from <br />the last meeting, which included amendment of Section <br />815.025 requiring that monthly reports and annual <br />audits be prepared by a Certified Public Accountant. <br />The Attorney noted that this requirement is slightly <br />more restrictive than State Law which requires that an <br />LPA or CPA prepare annual audits. <br />LaValle asked about concerns expressed by one <br />organization regarding the status of felons. <br />The City Attorney replied that it was his opinion, and <br />the Attorney General attached to the Gambling Division <br />agrees, that the ordinance as drafted complies with <br />existing State Law and does not violate civil rights. <br />Bob Matson, representing North Suburban Youth <br />Association, reported that his only concern with the <br />proposed ordinance is the requirement that a CPA <br />Page 6 <br />
