MINUTES <br />CITY COUNCIL <br />NOVEMBER 27, 1991 <br />Blesener suggested that the temporary employee line <br />item in the Fire Marshal budget be cut. Blesener <br />pointed out that since building activity is down, the <br />Fire Marshal should have more time to do fire <br />inspections. <br />The City Administrator pointed out that there are both <br />the areas of increased code enforcement and fire <br />inspections to be addressed, and suggested that some <br />priorities need to be established in these areas. <br />LaValle stated that he would like to see a couple of <br />the fire fighters obtain the proper certifications to <br />assist in fire inspections. LaValle felt that <br />budgeting $1,000 for temporary assistance with fire <br />fighters doing some inspection work at $7 per hour <br />would go a long way in gettinq fire inspections done. <br />The Fire Chief stated that he opposed the <br />recommendation for cutting Fire Department <br />compensation. Graczyk reported that in proposing the <br />additional compensation, he is trying to get personnel <br />to the level of other City employees. <br />Collova asked for a clarification of hourly rates that <br />the Fire Chief is proposing. <br />The Fire Chief reported that he would like to pay fire <br />fighters $7 per hour for some of the additional duties <br />that they perform. The Chief is also proposing to <br />compensate fire fighters at a rate of $12 per fire <br />call. <br />LaValle asked if there was interest from some of the <br />fire fighters in doing fire inspections at $7 per hour. <br />Graczyk replied that he believed the interest was <br />there. <br />Scalze stated that she would object to this temporary <br />help on an on-going basis since if building permit <br />activity is dropping off, the Fire Marshal should have <br />more time to do these inspections. <br />LaValle viewed the temporary help as a one-year budget <br />item to get fire inspections caught up. LaValle <br />pointed out that inspections are to be made over a <br />three-year cycle, and this is not getting done. <br />LaValle recommended that the $1,000 for temporary help <br />remain in the Fire Marshal portion of the budqet. <br />Council discussed the part-time recreation director <br />positions, and Scalze noted that the recreation <br />Page 4 <br />
