MINUTES CITY COUNCIL NOVEMBER 27, 1991 committee made no recommendation on this matter. Scalze suggested that it was her hope that both positions could be retained, but, if need be, the assistants' hours be reduced. Blesener agreed, and suggested that $5,000 be cut from this item. The $5,000 would include a combination of employees' salaries, PERA, etc. LaValle suggested that the street stripinq line item under the Street Budget be cut. It was the consensus of the Council to cut this item to $2,000. Blesener suggested reducing sweeping and sealcoating by $5,000. The City Administrator stated that he could not advocate a cut in the sweeping and sealcoating category, feeling that the City would short itself in the long run. The Administrator pointed out that the City only sweeps streets once each year, and probably should be doing it twice or three times. The Administrator expressed the need for more programming in this area. LaValle suggested that the travel, conference and schools line items for each department should be eliminated except for schooling that is required to maintain certifications. Scalze pointed out that this year's annual League conference is in the Twin Cities area. Scalze also pointed out that an annual conference is a provision in the City Administrator's contract. The City Administrator pointed out that this area is continuing education as part of employees doing a better job. The City Administrator pointed out that part of the expense for the Building Inspector under travel, conferences and schools, is reimbursement for mileage since the Building Inspector uses his own vehicle. That mileage reimbursement averages about $150 per month. Collova suggested that travel, conferences and schools not be reduced, but that all requests be submitted to the City Administrator for approval with emphasis on mandatory schooling.
