MINUTES <br />CITY COUNCIL <br />DECEMBER 11, 1991 <br />FINAL Council reviewed the final payment request submitted by <br />PAYMENT Shafer Construction for the Payne Avenue improvement. <br />PAYNE AVE. The City Engineer has recommended approval. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-12-432 - APPROVING THE FINAL PAYMENT <br />IN THE AMOUNT OF $6,049.34 TO SHAFER CONSTRUCTION FOR <br />PAYNE AVENUE IMPROVEMENT <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Scalze, Hanson, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />PRAIRIE The Council reviewed the correspondence from Prairie <br />ISLAND Island Tribal Council requesting support of their <br />TRIBAL position opposing construction of a temporary storage <br />COUNCIL facility for spent nuclear fuel. It was the consensus <br />of the Council to table action on this request pending <br />additional information. <br />MINGLES Blesener reported that he read in the newspaper details <br />about police calls at Mingles parking lot in the early <br />morning hours, such as 2:30 A.M. and 3:30 A.M. <br />Blesener asked why these type of altercations are <br />happening if Mingles is closing at 1 A.M., and in view <br />of the fact that Mingles has agreed to provide security <br />in their parking lot. <br />Hanson reported that he would contact the owners of <br />Mingles asking for an explanation. <br />OLD FIRE Blesener reviewed the recommendation of the advisory <br />STATION committee on use the old fire station, specifically <br />regarding allocation of space and upgrade of the <br />building to meet UBC minimum standards. That <br />recommendation also included division of the space <br />allocations with chain-link fence. Blesener reported <br />that there are monies in the 1991 budget to cover the <br />fencing and building code corrections, and the <br />committee has recommended that this work proceed. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-12-433 - ACCEPTING THE RECOMMENDATION <br />OF THE ADVISORY COMMITTEE AND AUTHORIZING THE BUILDING <br />CODE CORRECTIONS AND DIVISION OF THE BUILDING SPACE AS <br />OUTLINED <br />Page 20 <br />
