MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 1991 <br />The Administrator pointed out that the capital <br />improvement list will be prioritized, and items will be <br />purchased as funding becomes available. The <br />Administrator also pointed out that he has identified <br />other potential funding sources. <br />Fahey pointed out that on page 18 it appears that <br />$201,000 in reserves have been set aside as a general <br />contingency fund. <br />The Administrator replied that a big concern is <br />absorbing additional cuts in Local Government Aids, <br />however, he would have to contact the Auditor to <br />determine the status of this $201,000. <br />Blesener pointed out that he views use of reserves for <br />one-time things, such as repainting the water tower. <br />Fahey agreed as long as there was a different fund, <br />like the Park Development Fund, that capital <br />improvements could be funded from. Fahey stated that <br />it sounds like the City has the available means to fund <br />Fire Department capital improvements. <br />The Administrator indicated that he is confident that <br />there will be no problem in funding the Fire <br />Department's $13,500 in capital improvement items. <br />Steve Morelan asked if there were any restrictions on <br />how the 10% gambling donations the City receives can be <br />spent. <br />The City Administrator replied that the same <br />restrictions that apply to the spending of public money <br />would apply to these funds. The money must be spent <br />for the overall purpose of reducing taxpayer liability. <br />Blesener pointed out that overheads or administration <br />fees could not be funded with this money. <br />The Administrator reported that the City's goal is to <br />develop a master list of capital needs and fund these <br />needs by priority. However, if a charity wants to <br />chose a particular item on the list, even though it may <br />not be the next priority item, that would be acceptable <br />to the City. The City needs to get some control over <br />how donations will be accepted. <br />Fahey pointed out that page 53 shows that there are <br />clearly a lot of sources for funding the Fire <br />Department's shortfall. Fahey stated that the Fire <br />Department would like the City commit to fundinq its <br />capital improvement items. <br />Page 14 <br />
